Elvira has over 15 years of experience in planning including private and public sector work in the areas of community and regional planning and facility planning. Growing up bilingual in California, Elvira’s native language is Spanish.  She studied one year at UNAM in Mexico City, where her interest in large cities and the built environment was cultivated. She earned her undergraduate degree from UC Berkeley, and her Master’s in Community and Regional Planning at the University of New Mexico. Elvira was project manager for the Albuquerque Bernalillo County Comprehensive Plan Volume II, focused on the county. She is currently serving as Planning Manager for Bernalillo County Planning and Development Services. She has two teenagers, and enjoys time with friends, family, and learning piano.
